The controller is what singnals ESP to run or shut down. If a VSD is installed it is used to change the frequency. Without additional instrumentation the controller only measures current, voltage and frequency.

With many ESPs, large changes in flow result in very little change in current. As a result better control of the ESP is achieved with additional instrumentation such as the downhole gauge, a flow meter and/or wellhead pressure.
